Is it possible to obtain federal student loans with a consolidation of private student loans before the first deadline of July?

I have 3 Student loans through the Federal Republic of Gov. (Perkins, direct federal tax and a “door” – loans AES). I also have a small private Student loans through Citibank. I would like to combine all four of the first deadline of July, but no one is to combine private and federal level. I get the listings of, but they all seem like cheating to me. While financial experts have ideas?
