When will I receive my interest rate on student loans subsidized loan? Do I face the same sentence as two years?

I’ll be out of school next year and wrote the news today that the rate of Student loans down. . . So that means I get a low rate, if I can someone give me a higher interest Student loans, I do not know what. . . and amounts to be paid 20,000 for an amount terribly important? thnx
