Why most large banks suspension of loan applications to consolidate the federal government?

I’m new to the consolidation of the school and saw my Student loan outstanding from the federal government (only without the mobile phone contract and subsidized Stafford loans), but none of the major banks accept new loan applications. This is Sallie Mae Chase and Wells Fargo. What other options do I have? I prefer large banks, particularly the way in which the economy is right now. While these programs would be suspended?
